Split-tender capability. The system must handle a single transaction with multiple payment types: EBT for food items, then cash or card for alcohol and tobacco. This needs to happen seamlessly without the cashier manually calculating anything.
FNS compliance reporting. You may need to provide transaction data to the USDA during audits. Your POS should track EBT transactions separately and generate reports.
PIN pad integration. EBT requires a PIN entry device. Your payment terminal must support EBT PIN entry alongside standard credit/debit card processing.
EBT and Cash Discount: How They Work Together
A common question from store owners running Cash Discount programs: Does the cash discount apply to EBT transactions?
No. EBT is treated as a cash-equivalent payment. There are no processing fees on EBT transactions, so there is no fee to pass along. A properly configured POS system will automatically apply the cash price to EBT items and only apply the card service fee to the credit/debit portion of split transactions.
How to Get Started
Step 1: Apply for USDA FNS authorization at fns.usda.gov. The application is free and typically takes 45 to 60 days.
Step 2: Make sure your POS system supports EBT with item-level eligibility and split-tender. Not all do.
Step 3: Flag your EBT-eligible inventory in the system. Most POS platforms let you bulk-tag items by category.
Step 4: Train your staff. They need to understand that EBT cannot be used for alcohol and how to handle split transactions when customers want to pay for everything in one trip.
